ICCE 2008 - the Second International Conference on Communications and Electronics that was held at Golden Sand Resort, Hoi An City, Vietnam from 4th to 6th June, 2008, co-organized by Hanoi University of Technology, University of Danang and Danang University of Technology. The conference was technically sponsored by the Institute of Electrical and Electronics Engineers (IEEE), the Institute of Electronics Engineers of Korea (IEEK), and the Institute of Electronics, Information and Communication Engineers of Japan (IEICE), also is cooperatively sponsored by IEEE MTT-S, IEICE ES and CS and German Academic Exchange Services (DAAD).

At the conference, 165 papers from 20 countries had been submitted. Of these, about 70 regular and 50 poster papers were presented in 4 sessions. The Opening Session hosted 5 keynotes. Seven tutorials widely covered the most interesting topics on electronics and communications engineering, whose issues related to Next-Generation Network (NGN), Ultra Wide Band Technology, Space-Time Coding and MIMO Technologies, Wireless Multi-hop Network, Nanotechnology, IP Multimedia System to enable IPTV, Voice Conversion and Synthesis.

The technical program focused on hot topics on the fields of Communications Networks and Systems, Coding and Digital Signal Processing, Microwave Engineering, Application Electronics.

We would like to thank the Technical Program Committee members and the reviewers. Without their assistance, the set up of this very broad conference program would not have been successful. We are also indebted to many organizations and individuals that contribute to co-organizing of the conference (German Academic Exchange Services, Qualcomm, Ericsson, and Torino Wireless). We do hope that, besides the purpose of exchanging scientific ideas and results, ICCE 2008 would be a useful forum to help establishing and strengthening a network of scientists, researchers and engineers, to promote between research and industrial bodies in different countries, and enables to initiate possible future collaborations. We also wish that you will enjoy the Hoi An city and you will be able to spend some time to visit this lovely city and its surroundings.
